Paper Submission

Submission guidelines, templates, camera-ready instructions, and IEEE copyright process

Templates

Papers must be submitted in English and formatted according to the official IEEE conference template instructions.

Authors should carefully follow the template guidance and submit papers of up to 6 pages, including figures and references. Papers should be grammar-checked, spell-checked, and must include author names and affiliations.

Create Your CMT Account

Create an account on the Conference Management Service (CMT) before starting your submission.

Submit Abstract and Paper

Once your account is active, access the submission interface to upload the abstract and paper file.

Camera-Ready Submission

Carefully follow these instructions to prepare and submit your final, camera-ready paper in accordance with IEEE formatting and submission requirements. Ensure all revisions, copyright, and compliance checks are completed before the final upload.

SECTION A

Submission Guidelines

1. Paper Revision

  • Revise your paper based on the reviewer comments available in the Microsoft CMT Portal. Do not make any changes beyond those required to address the reviewers' feedback.
  • Before submission, verify the paper title, author names, and affiliation carefully. Please note that once submitted, changes to these elements will not be entertained.

2. IEEE Format Compliance

  • Strictly follow the IEEE Conference Template . Non-compliant submissions will not be forwarded for inclusion in IEEE Xplore.
  • The paper must be written in English using the available LaTeX or Microsoft Word templates for A4 format. The formatting must not be altered.
  • Each paper must contain a minimum of 4 pages and a maximum of 6 pages in the standard IEEE format.

3. Plagiarism Policy

Similarity index must be below 15% (excluding references), and the AI plagiarism level should also remain within 20% (*%). Submissions exceeding a 15% similarity index or surpassing the 20% AI plagiarism threshold will not be considered for inclusion in IEEE Xplore.

SECTION B

IEEE Copyright Notice

Add the appropriate copyright notice to the bottom-left footer of the FIRST page only.

The appropriate copyright clearance code notice is to appear on the bottom of the first page of each paper according to the guidelines set forth in the Cataloging/Copyright Instructions for an IEEE Conference Proceeding. Use the official IEEE conference templates to insert the copyright notice at the correct location.

SECTION C

Generate Final PDF (IEEE PDF eXpress)

Use IEEE PDF eXpress to validate the final manuscript and generate an IEEE Xplore-compatible PDF.

Creating Your PDF eXpress Account

Log in to the IEEE PDF eXpress™ site:

Open IEEE PDF eXpress
First-time users should do the following:
  1. Create Account.
  2. Enter the following:
    • 69052X for the Conference ID
    • Your email address
    • A password
  3. Continue to enter information as prompted.

An online confirmation will be displayed and an email confirmation will be sent.

Download the IEEE-compliant PDF.

Previous PDF eXpress Users

Previous users of PDF eXpress need to follow the above steps but should enter the same password that was used for previous conferences.

You will then be able to upload your PDF (or source) file to the validation system, which will email you a validation confirmation. Following this process, please upload your validated camera-ready paper to the Conference Management Service ( IPTA 2026 CMT ), where you will also be able to submit the electronic copyright form.

IMPORTANT

Any changes made to a PDF after IEEE PDF eXpress conversion or PDF validation, including the copyright notice, may invalidate Xplore compatibility. Each PDF will be checked to verify that the creation date matches the last modified date. If the dates don't match, the PDF cannot be accepted because the modification may have jeopardized Xplore compatibility.

Final Submission in CMT Portal

  • Rename the Final Paper: PIDxxx.pdf (replace xxx with Paper ID).
  • Upload this renamed file to the CMT Camera-Ready Submission portal.

SECTION D

IEEE Copyright Form (eCF) Submission

At the moment of final manuscript submission, the IEEE copyright transfer agreement must be submitted electronically. This can be performed by clicking "Submit IEEE Copyright Form" in the Conference Management Service ( IPTA 2026 CMT ).

  • You will need to come back to this page in CMT in order to upload the signed copyright form.
  • By following the link "Click here to redirect to the IEEE Copyright Web Site", you will be redirected to the IEEE eCF site to complete the copyright form.
  • Upon completion, there is an option to download the completed IEEE Copyright Form in PDF. Make sure to download a copy of the completed form. When finished, you will be redirected back to Author Console in CMT.
  • In your Author Console, go back to IEEE copyright form submission and upload your signed PDF form.

Step-by-Step eCF Submission Process

Upload the Camera-Ready Paper

Upload the Camera-Ready paper to CMT if not already done. Log in to CMT . Ensure your paper passed PDF eXpress and upload the final PDF.

Verify the Author List in CMT

Before initiating the eCF process, ensure that all authors are added in CMT. It is mandatory that all authors appear in the eCF form.

Initiate IEEE Copyright

In the CMT portal, navigate to the "Actions" column and click "IEEE Copyright". This will redirect you to the IEEE copyright portal.

Redirect to IEEE Portal

Click "Click here to redirect to the IEEE copyright website". The IEEE eCF portal will open in a new tab.

Complete the eCF Process

Follow the on-screen instructions to complete the copyright transfer process. Ensure that all author names are listed correctly. Once the form is completed, a PDF copy of the eCF will be generated.

Save & Rename eCF

Download and save the completed copyright form. Rename the file: PIDxxx-ECF.pdf (replace xxx with Paper ID).

Final Upload

Return to CMT. Upload the Copyright PDF (PIDxxxC.pdf) in the appropriate section.

IMPORTANT

Important Policies

  • A separate eCF is required for each accepted paper.
  • Ensure all author names match exactly between the paper and the eCF.
  • No-Show Policy: Papers not presented at the conference will NOT be submitted to IEEE Xplore.
  • Missed deadlines for Copyright transfer will result in rejection.
